Security Council continues Syria talks as inspectors plan

UN aviation body is pressed to agree on emissions
framework The
International Air Transport Association wants the United Nations' International
Civil Aviation Organization to approve a mandatory plan to put limits on airline
emissions. "We think that a global mandatory carbon offsetting scheme will be
